Normand was born on June 26, 1926 in Woonsocket. He was the son of Armand and Marie Louise, nee Tellier, Peloquin. He was one of eight children. He attended St. Ann's School and Woonsocket's Junior and Senior high schools.
Normand served with distinction in the US Army for nearly 29 years. During WWII he served as an Infantryman in the Philippines. He participated in the occupation of Japan for five years. He also served in the Korean and Vietnam Wars as an Adjutant in army intelligence, administration and counterintelligence. Hawaii, France and the US mainland are a few other place where he was stationed. In 2000 he was awarded a Woonsocket High School diploma, as he left school early in order to support his family and was unable to earn the diploma as a young man.
Normand never married but in his assignments oversees he often organized Christmas parties in orphanages. Normand was an avid traveler.
He died on April 7, 2007 at the age of 80 and is buried in the family plot in St. Jean-Baptiste cemetery in Bellingham, MA
