Born on July 2, 1911 in St. Aime, Quebec, Elphege and his family immigrated to Woonsocket in 1921. He attended St. Ann's School and graduated from the 8th grade in 1926. He was a communicant of St. Ann's Church. In WWII, he served as a Navy veteran aboard the USS Alaska (1943-1945), assigned to the Pacific Theater. Elphege worked in various mills including the Argonne Worsted as a carder, Getchell & Sons, Inc. and ACS Industries as a sheet metalist.
